I accidentally tried this myself and heres how I could upload a mp4 to instagram, by first making it on iMac and then moving it to my iPhone.I uploaded the video via iMovie, added the movie to 'Bio'. I then opened the iMovie on my iPhone and downloaded it from Bio to my pictures (linked account ofcourse 😉).
Oh, and I clicked the HD button on the phone. Dont't know if this helps but thats how I did it.For some reason I couldn't move the file directly to My Pictures from the iMac.Regards.
